RULES AND REGULATIONS

I.            General
1.    These set of rules and regulations a govern the debate competition to be hosted by SMA Negeri 5 Yogyakarta, from EDS UGM. Technical meeting will be held at on Friday, 11 April 2014 at 14.00 WIB
2.    All debaters will be conducted in English.

II.            Eligibility
1.    The number of the team representing a high school should not be more than 2 (two) teams. Registration form attached.
2.    Each team in debate competition will consist of 3 (three) members. All members of the team must enroll in the same school.

III.            Format of the Debate
1.    Debate competition shall adopt Asian Parliamentary Debate format.
2.    Debate competition will be conducted :
          The Preliminary Phase
          The Quarter Final, Semifinal, and Final Phase
3.    All teams will start on an equal placing with the pairing for the first round being done randomly by lottery. For the subsequent rounds, the teams will be graded on the basis of the result of all the preceding rounds of the phase. The following grading criteria will be considered in decreasing order of priority :
          Victory point (Win-lose record. 1 poin for a win and 0 for a lose).
          Cumulative margin (Difference of cumulative mark in favor of against the team).
          Cumulative total team score
4.    At the end of the grading for each round, the top 2 teams will meet each other; the next 2 teams will meet each other and so on.
5.    The top of 8 teams at the end of three rounds of the preliminary phase will qualify for the elimination phase.
6.    For elimination rounds namely Quarter Final, Semi Final, and Grand Final, will decide the winner of the PUSDEC 2014.
7.    Case building will be held for 30 minutes. There would be no additional time for motion preference and case building for those who are late.

8.    Each debaters will deliver a substantive speech of (7.20) minutes duration. After three of them have come forward, reply speaker of both sides will deliver their reply speech for (5.20) minutes. The first or the second speaker from both sides can be the position of reply speaker.
